Building a More Accessible Los Rios
Los Rios Community College District is committed to creating an inclusive and accessible learning and working environment for all students and employees.
To support this commitment, Los Rios is partnering with the California Community Colleges Accessibility Center to implement the Accessibility Capability Maturity Model (ACMM) across our four colleges and District Office.
The ACMM provides a structured approach to strengthening digital accessibility. It helps us evaluate current practices, identify opportunities for improvement, and establish consistent processes that make accessibility an ongoing part of how we work.
Through this initiative, we are working together to make our digital resources, educational materials, technologies, and services more accessible to everyone.
How Does the ACMM Work?
The ACMM follows a continuous improvement cycle of assessing current accessibility practices, identifying priorities, implementing improvements, and measuring progress. Each year, Los Rios reviews its progress and updates its accessibility plans to address remaining gaps and emerging needs. This ongoing process helps establish consistent, sustainable accessibility practices across the district.

Where Are We Now?
Our Initial Assessment
In Fall 2025, representatives from the California Community Colleges Accessibility Center visited the Los Rios colleges and District Office to conduct our initial ACMM assessment.
The assessment included employee interviews, reviews of existing documentation, and evaluations of publicly available information. The findings established a baseline of our current accessibility practices and identified opportunities for improvement.
Initial Accessibility Maturity Scores
The scores in the following table reflect our starting point and will help us measure progress as we implement accessibility improvements.
These scores measure the maturity of our institutional accessibility processes, not the accessibility of individual websites, courses, or services. As we establish and document more consistent practices, our maturity scores are expected to improve.
| Organization | Initial Score | Target Score |
|---|---|---|
| District Office | 74 | 219* |
| American River College | 70.4 | 267 |
| Cosumnes River College | 77.6 | 267 |
| Folsom Lake College | 74.8 | 267 |
| Sacramento City College | 73.8 | 267 |
* Target scores represent the level at which all applicable ACMM milestones are fully established. The District Office has a different target because its applicable milestones differ from those of the colleges.
Our Accessibility Priorities and Implementation
Based on the initial ACMM assessment, Los Rios is focusing on three priorities: strengthening collaboration, expanding accessibility training, and establishing consistent accessibility procedures.
Accessibility is a shared responsibility across all four colleges and the District Office. Each college and the District Office will develop and implement its own accessibility improvement plan based on its assessment findings and organizational needs.
To support districtwide accessibility efforts, Los Rios established the Districtwide Accessibility Workgroup (DAW), a subcommittee of the District Educational Technology Committee (DETC). The workgroup focuses on district-level initiatives, developing common procedures, sharing resources, and facilitating communication among the colleges and District Office. Each college remains responsible for leading its own ACMM implementation efforts.
This webpage serves as a central resource for sharing progress, highlighting accomplishments, and providing access to districtwide accessibility plans, procedures, and resources.
Moving Accessibility Forward
Improving accessibility is an ongoing commitment. As we implement our plans, we will continue to share updates, highlight accomplishments, and make new procedures and resources available.
Our goal is to build a culture where accessibility is considered from the beginning, integrated into everyday practices, and supported across all Los Rios colleges and departments.
